no, it's cruel. The smiley is happy _because_ the frowney is sad, isn't it?

i don't think there's causality there but it's adorable to me. a sad face is as adorable as a frowning one. sad and adorable are not mutually exclusive.

i interpreted it as the smiley appears to be happy, but he's really miserable inside. Perhaps a bit of self-projection?
